The idea behind this, according to Meta CEO Mark Zuckerberg, was that Meta had reached a point where it was censoring too much, so it wanted to give users more input into content decisions, as opposed to making heavy-handed decisions from on high.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>The fact that this approach aligns with what U.S. President Donald Trump would prefer was completely coincidental and had nothing to do with Meta\u2019s approach on this front.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>So how is Meta measuring the success of its Community Notes initiative in the U.S.?<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>As per <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/transparency.meta.com\/reports\/integrity-reports-q3-2025\/\" style=\"color:#0563c1\">Meta<\/a>:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><em><span><span><span>\u201c<\/span><\/span><\/span><\/em><em><span><span><span><span>Of the hundreds of billions of pieces of content produced on Facebook and Instagram in Q3 globally, less than 1% was removed for violating our policies and less than 0.1% was removed incorrectly. For the content that was removed, we measured our enforcement precision \u2013 that is, the percentage of correct removals out of all removals \u2013 to be more than 90% on Facebook and more than 87% on Instagram.\u201d<\/span><\/span><\/span><\/span><\/em><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span>So Meta says that it\u2019s making fewer mistakes, and therefore fewer people are complaining about Meta\u2019s automated system removing their posts incorrectly. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span><span>Which Meta says is a win, but at the same time, if you\u2019re removing far less content overall, of course there\u2019s going to be fewer mistakes. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p>Which is also reflected in the data. For example, in its reporting on &#8220;Bullying and Harassment,&#8221; the rate of proactive detection from Meta&#8217;s systems, versus reports submitted by users, has declined significantly in the last thee quarters.<\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta Community Standards\" data-imagemodel=\"190869\" src=\"https:\/\/imgproxy.divecdn.com\/vWHqimNJtsVHtwndydkQTJLqrnZz2eBH4A0yGNcQGIE\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQ4LnBuZw==.webp\"\/><\/div>\n<p>Meta&#8217;s proactive detection and action on this front has dropped by 20%, meaning that more users are seeing more violative content.<\/p>\n<p>The same is also reflected in its &#8220;Hateful Conduct&#8221; chart:<\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta Community Standards\" data-imagemodel=\"190870\" src=\"https:\/\/imgproxy.divecdn.com\/--7RcrnwS8JHZcxJ7X4nYuJ_UAW2BxQA5Yi2LGT6SoU\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQ5LnBuZw==.webp\"\/><\/div>\n<p>That last dip in the chart is a significant decline in proactive enforcement, in what&#8217;s long been a problematic area, in terms of social media amplification.\u00a0<\/p>\n<p>So while Meta might well be making fewer mistakes in over-enforcement, and penalizing users incorrectly, which is in line with the more &#8220;freedom of speech&#8221; style approach that Zuck and Co. are aiming for, the trade-off is that more people across its apps are being exposed to more potentially harmful content as a result. Which, based on the declining charts above,\u00a0Meta&#8217;s systems could detect and remove, but instead, it&#8217;s opting to let more through, and it&#8217;s selling this as a positive, because people aren&#8217;t being restricted as much.\u00a0<\/p>\n<p><span><span><span><span><span><span><span><span>Essentially, while Meta\u2019s saying that \u201cenforcement precision\u201d was at 90%, it\u2019s difficult to quantify the success of Community Notes as an alternative to systematic enforcement, if the only measure is user complaints, or not. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>In terms of specific policy areas, Meta says that:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><em><span><span><span>\u201c<\/span><\/span><\/span><\/em><em><span><span><span>On both Facebook and Instagram, prevalence increased for adult nudity and sexual activity, and for violent and graphic content, and on Facebook it increased for bullying and harassment. This is largely due to changes made during the quarter to improve reviewer training and enhance review workflows, which impacts how samples are labeled when measuring prevalence.\u201d<\/span><\/span><\/span><\/em><\/span><\/span><\/span><\/span><\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta Community Standards\" data-imagemodel=\"190846\" src=\"https:\/\/imgproxy.divecdn.com\/77IbhrCfysyY1sewhk1RA-UYAw9EzMQfZS46d_0kv1g\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQxLnBuZw==.webp\"\/><\/div>\n<p><span><span><span><span><span><span><span>Given this proviso, it\u2019s hard to say whether this is a significant point of note or not, because Meta\u2019s saying that the increase is only due to a change in methodology.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>So maybe these spikes are worth noting, maybe they\u2019re actually indicators of improvement.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>Though in light of the recent push to increase social media restrictions among young teens, this chart remains a concern:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta Community Standards\" data-imagemodel=\"190848\" src=\"https:\/\/imgproxy.divecdn.com\/RXi7r-u25s-Smpv5GfWrj9bLL_BUyJbifTWmvOoih8A\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQyLnBuZw==.webp\"\/><\/div>\n<p><span><span><span><span><span><span><span>In terms of fake accounts, Meta maintains that around 4% of its more than 3 billion monthly active users are fakes.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta Community Standards\" data-imagemodel=\"190849\" src=\"https:\/\/imgproxy.divecdn.com\/cVSWbUDsqJu3KRzmk_9WgmOhFXfgC-h2XYuCywKVAm4\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQzLnBuZw==.webp\"\/><\/div>\n<p><span><span><span><span><span><span><span>Many have questioned this, based on their own experiences of fake profiles on Facebook and IG. Though these days, it\u2019s hard to tell what\u2019s a fake profile, and what\u2019s AI, and whether both are considered to be the same thing? I mean, Meta has been working on a project to add in AI profiles to its apps, which will interact like real people. So are those fakes?<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>Either way, for context, 4% of 3.54 billion total users still equates to more than 140 million fake profiles in its apps, which Meta is officially acknowledging. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>So there\u2019s that. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>Meta has also published an update to its \u201cWidely Viewed Content Report,\u201d which provides more context around what people are actually seeing on Facebook in the U.S.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>The report was originally launched back in 2021, in order to <\/span><\/span><\/span><span><span><span><span>dispel the notion that Facebook\u2019s algorithms amplify divisive content and misinformation<\/span><\/span><\/span><\/span>. By showing what types of posts and Pages actually see the most engagement, Meta\u2019s seeking to highlight that it\u2019s not as big of a problem in this respect as people might perceive, though again, I would note that at Meta\u2019s scale, even content that gets relatively small traction is still reaching potentially millions of people. <\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>But in terms of what\u2019s getting the most reach, Meta reports that it\u2019s mostly trending news stories that Facebook users are most interested in. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta widely viewed content report\" data-imagemodel=\"190850\" src=\"https:\/\/imgproxy.divecdn.com\/VuuK1va3PxqxW_ypXFhH_AiiRidpaKUdpJQxyceKFSM\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQ0LnBuZw==.webp\"\/><\/div>\n<p><span><span><span><span><span><span><span>Crime stories, the death of actor Julian McMahon, the Coldplay concert couple, these are the types of updates that gained the most traction on Facebook in Q3.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>So it\u2019s not politically divisive stuff, it\u2019s intriguing stories of real-life events. Which is actually better than the usual content that populates this list (normally, tabloid gossip wins out), but the bottom line that Facebook wants to put forward is that political content is not a major element of discussion in the app. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>Though, overall, it is worth noting that the share of attention for top posts is miniscule at Facebook\u2019s scale.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta widely viewed content report\" data-imagemodel=\"190852\" src=\"https:\/\/imgproxy.divecdn.com\/bSjXO9vQSTQtuNc_366h060N7XbJi1DUyY8P4kbpuU0\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQ1LnBuZw==.webp\"\/><\/div>\n<p><span><span><span><span><span><span><span>In broader context, the platform\u2019s scale and reach is so big that any amplification is significant, so even with these notes on the most shared posts, we\u2019re not really getting much of an understanding of Facebook\u2019s overall influence in this respect. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>Oh, there\u2019s also this chart, which digital marketers hate:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div align=\"center\"><img decoding=\"async\" alt=\"Meta widely viewed content report\" data-imagemodel=\"190853\" src=\"https:\/\/imgproxy.divecdn.com\/MMrEtvW-wl_B6K3ohJfgBhNhlCR5ABsorOtyIQ8LRc4\/g:ce\/rs:fit:1600:0\/Z3M6Ly9kaXZlc2l0ZS1zdG9yYWdlL2RpdmVpbWFnZS9tZXRhX2NvbW11bml0eV9zdGFuZGFyZHNfZW5mb3JjZW1lbnQ2LnBuZw==.webp\"\/><\/div>\n<p><span><span><span><span><span><span><span>Link posts are a tiny, tiny part of Facebook overall, so if you\u2019re looking to drive traffic, you\u2019re likely to be disappointed.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>The prevalence of link posts has decreased from Q1, when it was at 2.7%, while back in 2022, it was at 9.8%.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>So a significant decline for link posts in the app.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span><span>Overall, there\u2019s no major standout findings in Meta\u2019s latest transparency reports, with its efforts to evolve moderation leading to fewer mistakes, but potentially more exposure to harm as a result.
